This was a tiled deck; the fixing of the balustrade is obviously a potential problem as the screws penetrate the (hopefully waterproofed) flat top.

Underneath looked fine - no obvious sign of water entry - but the non invaisive meter suggested there might be some water in here so a cut out was made

Quite a lot of rot - the deck was bordering on dangerous.

This was a Liquid Applied Membrane: a fibreglass reinforced, paint on product.
It had failed.
One of the problems with such products is the difficulty, when rolling it on, of ensuring complete saturation of the reinforcing mesh: if the liquid is not really thoroughly worked into the mesh, little air pockets are left - and air is a perfect conductor of water!
